Entrepreneurs have been forced to make drastic cuts and pivot to new business models to keep going. Financial aid, though, is what has kept the lights on.<\/span><\/p>\n<p class=\"css-158dogj evys1bk0\"><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">But today, many sources, including private foundations and the federal government, that once offered loans and grants have either closed their financial aid programs or put them on hold.<\/span><\/p>\n<\/div>\n<\/div>\n<\/section>\n<p class=\"css-158dogj evys1bk0\">The biggest player, the Small Business Administration\u2019s\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/coronavirus-relief-options\/paycheck-protection-program\" target=\"_blank\" rel=\"noopener noreferrer\">Paycheck Protection Program<\/a>\u00a0(P.P.P.), shut down in August, and Congress hasn\u2019t agreed to more aid. If there is no agreement, it will fall to the new administration to negotiate an aid package in late January.<\/p>\n<p class=\"css-158dogj evys1bk0\">This has put small-business owners in a tough spot. After her business storefront was closed for three months, a PPP loan helped Destiny Burns, 56, the founder of the four-year-old\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/cleurbanwinery.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">CLE Urban Winery<\/a> in Cleveland Heights, Ohio, stay afloat.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">In June, Ms. Burns received a small P.P.P. loan and money from the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/coronavirus-relief-options\/economic-injury-disaster-loans\" target=\"_blank\" rel=\"noopener noreferrer\">Economic Injury Disaster Loan Program<\/a>. \u201cI stabilized operations in my business, and the proceeds of the E.I.D.L. loan give me a cash cushion that was immeasurably helpful and enabled me to sleep at night,\u201d she said.<\/p>\n<p class=\"css-158dogj evys1bk0\">She used the funds to invest in an upgraded website with enhanced e-commerce capabilities and installed UV light filtration systems in the air handlers at the winery.<\/p>\n<p class=\"css-158dogj evys1bk0\">She recently applied for a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nfib.com\/content\/nfib-in-my-state\/coronavirus-state\/ohio-offers-small-business-relief-grants\/\" target=\"_blank\" rel=\"noopener noreferrer\">Small Business Relief Grant<\/a>, designed to provide relief to Ohio businesses that have been hurt by the pandemic.<\/p>\n<p class=\"css-158dogj evys1bk0\">In late October, Gov. Mike DeWine of Ohio designated up to $125 million of funding received by the state from the federal\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/home.treasury.gov\/policy-issues\/cares\" target=\"_blank\" rel=\"noopener noreferrer\">Coronavirus Aid, Relief, and Economic Security (CARES) Act<\/a>\u00a0to provide $10,000 grants to for-profit businesses with 25 employees or less. There is also a $2,500\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/businesshelp.ohio.gov\/pdf\/10292020-bar-and-restaurant-assistance-fund.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">grant<\/a>\u00a0being offered for bars and restaurants (active liquor license holders only).<\/p>\n<p class=\"css-158dogj evys1bk0\">Ms. Burns is also applying for P.P.P.\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/coronavirus-relief-options\/paycheck-protection-program#section-header-5\" target=\"_blank\" rel=\"noopener noreferrer\">loan forgiveness<\/a>. \u201cMy loan was well below $50,000, so I can use that \u2018simplified\u2019 form that was recently released,\u201d she said. \u201cIt is still a complicated and daunting process.\u201d<\/p>\n<p><strong>Read on The New York Times<\/strong><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\">\n<div id=\"c-col-editors-picks\" class=\"css-j64t31\"><span style=\"font-size: inherit;\">For now, she\u2019s open for business with reduced hours and capacity. \u201cBut I\u2019m hanging in there,\u201d Ms. Burns said. \u201cI\u2019m still in a revenue hole, though, for 2020 as compared to last year \u2014 about a 30 percent year-over-year drop.<\/span><\/div>\n<\/aside>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">\u201cCoronavirus cases are surging in Ohio right now, so I am unsure how it will play out \u2014 we\u2019ll see,\u201d she added.<\/p>\n<p class=\"css-158dogj evys1bk0\">Here\u2019s a rundown of what resources are available to small-business owners like Ms. Burns. Keep in mind that the rules continue to shift.<\/p>\n<h2 id=\"link-6dbd2f32\" class=\"css-ow6j0y eoo0vm40\">Small Business Administration<\/h2>\n<p class=\"css-158dogj evys1bk0\">The P.P.P. program is closed. For small-business operators who did receive one, the loans are forgivable; in essence, they are turned into grants, if the funds were used for payroll costs, interest on mortgages, rent and utilities (a portion of the forgiven amount must have been used for payroll).<\/p>\n<p class=\"css-158dogj evys1bk0\">Originally, the loans had to be used within eight weeks of receiving the money. That allotted time was pushed to 24 weeks through the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/7010\/text\" target=\"_blank\" rel=\"noopener noreferrer\">P.P.P. Flexibility Act<\/a>, which also extended the deferment date of the first payment on the loan to 10 months after the end of the covered period, and the loan forgiveness\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.sba.gov\/sites\/default\/files\/2020-05\/3245-0407%20SBA%20Form%203508%20PPP%20Forgiveness%20Application.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">application<\/a>\u00a0was simplified.<\/p>\n<p class=\"css-158dogj evys1bk0\">The S.B.A. does have other helpful offerings. Its\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/coronavirus-relief-options\/economic-injury-disaster-loans\" target=\"_blank\" rel=\"noopener noreferrer\">Economic Injury Disaster Loan Program<\/a>\u00a0provides up to six months of working capital, with a fixed interest rate of 3.75 percent. Payment can be deferred for a year, but interest will accrue. Loans have repayments of up to 30 years.<\/p>\n<p class=\"css-158dogj evys1bk0\">The agency is also providing small businesses that have a relationship with an S.B.A. Express Lender to access a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/coronavirus-relief-options\/sba-express-bridge-loans\" target=\"_blank\" rel=\"noopener noreferrer\">bridge loan<\/a>\u00a0of up to $25,000.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"><\/aside>\n<\/div>\n<div id=\"story-ad-3-wrapper\" class=\"css-2ninbb\">\n<div id=\"story-ad-3-slug\" class=\"css-l9onyx\"><span style=\"font-size: inherit;\">Apply online at the S.B.A.\u2019s <\/span><a class=\"css-1g7m0tk\" style=\"font-size: inherit;\" title=\"\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/coronavirus-relief-options\" target=\"_blank\" rel=\"noopener noreferrer\">website<\/a><span style=\"font-size: inherit;\">\u00a0or at 800-659-2955. The site also has a\u00a0<\/span><a class=\"css-1g7m0tk\" style=\"font-size: inherit;\" title=\"\" href=\"https:\/\/www.sba.gov\/local-assistance\" target=\"_blank\" rel=\"noopener noreferrer\">directory<\/a><span style=\"font-size: inherit;\">\u00a0to find its local offices.<\/span><\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">SCORE, a nonprofit affiliated with the S.B.A., provides\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.score.org\/recovery\/small-business-resilience\" target=\"_blank\" rel=\"noopener noreferrer\">a Small Business Resilience Hub<\/a>\u00a0that lists financial tools and resources, as well as access to mentoring and educational workshops nationwide. Its\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.score.org\/resource\/federal-resources-us-small-businesses\" target=\"_blank\" rel=\"noopener noreferrer\">website<\/a> offers federal resources, including tax filing assistance for small businesses affected by the pandemic.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-79elbk\" data-testid=\"photoviewer-wrapper\">\n<div class=\"css-1cb4rge ehw59r12\" data-testid=\"photoviewer-children\">\n<div class=\"css-tux0zj ehw59r13\" data-testid=\"photoviewer-overlay\">\n<h2 class=\"css-1a1339o ehw59r11\" data-testid=\"photoviewer-captionblock\"><strong><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">State and Local Governments<\/span><\/strong><\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">State and city governments are also offering grants and providing assistance centers. A good place to start is the U.S. Chamber\u2019s Save Small Business Initiative\u2019s\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.uschamber.com\/save-small-business\" target=\"_blank\" rel=\"noopener noreferrer\">state-by-state guide<\/a>, which outlines the loans, grants and funds that state and local governments \u2014 as well as private organizations \u2014 are offering.<\/p>\n<p class=\"css-158dogj evys1bk0\">To learn more about resources, check with the offices of mayors and governors, and state economic development agency websites, which outline relief program updates.<\/p>\n<p class=\"css-158dogj evys1bk0\">In Virginia, for example, the Shenandoah County Board of Supervisors is providing small-business grants of up to $15,000. They can assist with rent or mortgage payments, reopening expenses, utilities, payroll, and other similar costs from the ordinary course of business. The deadline for applications is Dec. 1.<\/p>\n<p class=\"css-158dogj evys1bk0\">The\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.governor.virginia.gov\/rebuildva\/\" target=\"_blank\" rel=\"noopener noreferrer\">Rebuild VA Grant Fund<\/a>\u00a0is a program to help small businesses and nonprofits whose operations were disrupted by Covid-19. The statewide Rebuild VA program is open to any small business or nonprofit with $10 million or less in gross revenue, or 250 or fewer employees. The maximum award is $100,000.Cities are offering small-business assistance programs of their own. The New York City Department of Small Business Services, for example, can help businesses\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www1.nyc.gov\/nycbusiness\/article\/financing-assistance\" target=\"_blank\" rel=\"noopener noreferrer\">apply<\/a>\u00a0for loans and other financial products. There are free small-group and one-on-one consultations to help businesses evaluate and apply for financing and access to city-sponsored special loans and grants.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">The\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.neighborhoodchallenge.nyc\/\" target=\"_blank\" rel=\"noopener noreferrer\">Neighborhood Challenge<\/a>\u00a0is an effort created by the NYC Economic Development Corporation and\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www1.nyc.gov\/site\/sbs\/index.page\" target=\"_blank\" rel=\"noopener noreferrer\">NYC Department of Small Business Services<\/a>\u00a0in collaboration with\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.hubatgct.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Urban Tech Hub @ Company<\/a>, and\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/civ-lab.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">CIV:LAB<\/a>\u00a0to crowdsource solutions to support the city\u2019s commercial districts and small storefront businesses. Project entries are being accepted through December.<\/p>\n<p class=\"css-158dogj evys1bk0\">The NYC Small Business Resource Network, a public-private\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/www.nycsmallbusinessresourcenetwork.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">partnership<\/a>\u00a0funded by a $2.8 million grant from the New York-based Peter G. Peterson Foundation and supported by in-kind contributions from other partners, is working with local entrepreneurs \u201cto gain access to a range of programs and services,\u201d according to the website.<\/p>\n<p class=\"css-158dogj evys1bk0\">In San Francisco, businesses in certain neighborhoods can get up to $5,000 reimbursed for past, in progress, or future work through the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/sf.gov\/step-by-step\/get-help-paying-your-storefronts-covid-19-safety-measures\" target=\"_blank\" rel=\"noopener noreferrer\">SF Shines for Reopening<\/a>\u00a0grant.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"><\/aside>\n<\/div>\n<div class=\"css-79elbk\" data-testid=\"photoviewer-wrapper\">\n<h2 class=\"css-z3e15g\" data-testid=\"photoviewer-wrapper-hidden\"><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">Companies and Crowdfunding<\/span><\/h2>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">GoFundMe, the fund-raising\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.gofundme.com\/small-business-relief-fundraisers\" target=\"_blank\" rel=\"noopener noreferrer\">platform<\/a>, has started the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.gofundme.com\/c\/small-business-relief-initiative-and-fund-faqs\" target=\"_blank\" rel=\"noopener noreferrer\">Small Business Relief Initiative<\/a>, partnering with Yelp, Intuit QuickBooks, Bill.com and GoDaddy to provide owners with grants and resources. GoFundMe, QuickBooks and Yelp have each donated $500,000 to the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.gofundme.com\/f\/smallbusinessrelieffund\" target=\"_blank\" rel=\"noopener noreferrer\">Small Business Relief Fund<\/a>, and it is open for anyone to donate. There will also be matching grants of $500 to qualifying businesses that raise at least $500 on GoFundMe.<\/p>\n<p class=\"css-158dogj evys1bk0\">IFundWomen, a crowdfunding\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/ifundwomen.com\/covid-19\" target=\"_blank\" rel=\"noopener noreferrer\">platform,<\/a>\u00a0is giving microgrants to women-run businesses, issued on a rolling basis. Register with the site and click\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/ifundwomen.com\/dashboard\/login?destination=\/projects\/add\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cstart a campaign\u201d<\/a>\u00a0to be considered for a relief grant.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"><\/aside>\n<\/div>\n<div id=\"story-ad-5-wrapper\" class=\"css-2ninbb\">\n<div id=\"story-ad-5-slug\" class=\"css-l9onyx\">\n<p>The Verizon Business Comeback Coach <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.verizon.com\/about\/comeback-coach\" target=\"_blank\" rel=\"noopener noreferrer\">program<\/a>\u00a0offers free business services, including one-on-one coaching, videoconferencing via\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.bluejeans.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">BlueJeans<\/a>\u00a0for one month and two free months of\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.verizon.com\/support\/one-talk\/\" target=\"_blank\" rel=\"noopener noreferrer\">One Talk<\/a>, which connects office phones to mobile devices.\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/smallbusiness.yahoo.com\/businessmaker\" target=\"_blank\" rel=\"noopener noreferrer\">Yahoo Small Business Business Maker<\/a>\u00a0has a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/smallbusiness.yahoo.com\/businessmaker\/payitforward\" target=\"_blank\" rel=\"noopener noreferrer\">free website<\/a>\u00a0builder, as well as free domains and business email addresses.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">Despite these options, owners face daunting challenges, and many are just staying in business. A lot rides on the future of P.P.P. loans.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cWe have made it through so far,\u201d said Carl Sobocinski, 52, the founder of\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/table301.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Table 301 Restaurant Group,<\/a>\u00a0which operates six restaurants in Greenville, S. C.<\/p>\n<p class=\"css-158dogj evys1bk0\">Last spring, Mr. Sobocinski furloughed 80 percent of his 400 employees. Management took a 20 percent pay cut, and menus were pruned.
