{"id":10443,"date":"2025-07-27T14:41:38","date_gmt":"2025-07-27T18:41:38","guid":{"rendered":"https:\/\/kerryhannon.com\/?p=10443"},"modified":"2025-07-27T14:45:34","modified_gmt":"2025-07-27T18:45:34","slug":"half-a-million-seniors-impacted-when-social-security-checks-go-paperless-this-fall","status":"publish","type":"post","link":"https:\/\/kerryhannon.com\/?p=10443","title":{"rendered":"Half a million seniors impacted when Social Security checks go paperless this fall"},"content":{"rendered":"<div class=\"atoms-wrapper\">\n<p class=\"yf-1090901\">For roughly half a million people who still collect their Social Security check from their mailboxes every month, those days are ending.<\/p>\n<p class=\"yf-1090901\">Starting Sept. 30, the Social Security Administration (SSA) will no longer issue paper checks for benefit payments. This transition to electronic payments was mandated by President Trump in March.<\/p>\n<p class=\"yf-1090901\">Social Security payments for the more than 73 million Americans receiving benefits, including retired workers, disabled workers, survivors of deceased workers, and those receiving Supplemental Security Income, are mostly made electronically these days.<\/p>\n<p class=\"yf-1090901\">Mostly, but not entirely.\u00a0<a class=\"link \" href=\"https:\/\/www.ssa.gov\/deposit\/GIS\/data\/Reports\/T2StateSum.htm\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:1;pos:1\" data-ylk=\"slk:Less than 1%;cpos:1;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"8\" data-v9y=\"1\">Less than 1%\u00a0<\/a>of total recipients, or about 520,000 people, don\u2019t get their check direct deposited into their bank account or prepaid debit card. Social Security is \u201cproactively contacting those beneficiaries to alert them about the change,\u201d an agency spokesperson told Yahoo Finance<\/p>\n<p><em><strong><a href=\"https:\/\/finance.yahoo.com\/news\/social-security-checks-go-paperless-this-fall-impacting-half-a-million-seniors-114536498.html\">Read on Yahoo Finance<\/a><\/strong><\/em><\/p>\n<p class=\"yf-1090901\">People who receive paper checks<a class=\"link \" href=\"https:\/\/www.ssa.gov\/deposit\/\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:2;pos:1\" data-ylk=\"slk:have two options;cpos:2;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"13\" data-v9y=\"1\">\u00a0have two options<\/a> for receiving their Social Security payments electronically. They can enroll in direct deposit with their financial institution that allows monthly payments to be deposited into their checking or savings account. For people without a bank account, there\u2019s a prepaid debit card, called Direct Express.<\/p>\n<p class=\"yf-1090901\">There are good and bad sides to this mandate, experts say.<\/p>\n<p class=\"yf-1090901\">\u201cIn general, it&#8217;s a good thing in that it ensures benefits will flow in the case of natural disasters that can interrupt postal delivery,\u201d said Mark Miller, an author and retirement expert.<\/p>\n<p class=\"yf-1090901\">Shannon Benton, executive director of the\u00a0<a class=\"link \" href=\"https:\/\/seniorsleague.org\/\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:3;pos:1\" data-ylk=\"slk:Senior Citizens League;cpos:3;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"14\" data-v9y=\"1\">Senior Citizens League<\/a>, added that the transition to electronic Social Security payments \u201cimproves security and reduces fraud.\u201d<\/p>\n<p class=\"yf-1090901\">The downsides of the change may be felt by the most vulnerable recipients.<\/p>\n<p class=\"yf-1090901\">\u201cIt is concerning how it may affect vulnerable seniors, especially those without bank accounts or internet access,\u201d Benton said. \u201cThe rollout of this initiative should be a gradual phase-in period with clear communication to ensure no one is left behind. The transition to electronic Social Security payments could pose significant challenges for unbanked individuals, those without internet access, or those who are not computer literate.\u201d<\/p>\n<p class=\"yf-1090901\">Six percent of Americans are &#8220;unbanked&#8221; \u2014 neither they nor their spouse or partner had a checking, savings, or money market account, according to the Federal Reserve&#8217;s most recent <a class=\"link \" href=\"https:\/\/www.federalreserve.gov\/publications\/2024-economic-well-being-of-us-households-in-2023-banking-credit.htm#:~:text=Bank%20Account%20Ownership,a%20disability%20(table%2018).\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:4;pos:1\" data-ylk=\"slk:analysis;cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"15\" data-v9y=\"1\">analysis<\/a>.<\/p>\n<p class=\"yf-1090901\">These rates are significant among low-income adults. Roughly a quarter of adults with income below $25,000 were unbanked compared with 1 percent of adults with income of $100,000 or more. This year&#8217;s payment schedule.<\/em><\/a><\/p>\n<figure class=\"wp-block-embed wp-block-embed-youtube is-type-video is-provider-youtube epyt-figure\"><div class=\"wp-block-embed__wrapper\"><iframe loading=\"lazy\"  id=\"_ytid_51956\"  width=\"640\" height=\"360\"  data-origwidth=\"640\" data-origheight=\"360\" src=\"https:\/\/www.youtube.com\/embed\/OUKJukX-0Zg?enablejsapi=1&autoplay=0&cc_load_policy=0&cc_lang_pref=&iv_load_policy=1&loop=0&rel=1&fs=1&playsinline=0&autohide=2&theme=dark&color=red&controls=1&\" class=\"__youtube_prefs__  no-lazyload\" title=\"YouTube player\"  allow=\"fullscreen; accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen data-no-lazy=\"1\" data-skipgform_ajax_framebjll=\"\"><\/iframe><\/div><\/figure>\n<p class=\"yf-1090901\">The agency\u2019s guidance for those still receiving paper checks is to update payment information by logging on to their\u00a0<a class=\"link \" href=\"https:\/\/www.ssa.gov\/myaccount\/\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:6;pos:1\" data-ylk=\"slk:My Social Security;cpos:6;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"18\" data-v9y=\"1\">My Social Security<\/a>\u00a0account online.<\/p>\n<p class=\"yf-1090901\">But what if you can\u2019t do that?<\/p>\n<p class=\"yf-1090901\">A process exists today for beneficiaries who are unbanked and cannot use the Direct Express card to continue receiving paper checks, said Max Richtman, president and CEO of the\u00a0<a class=\"link \" href=\"https:\/\/www.ncpssm.org\/\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:7;pos:1\" data-ylk=\"slk:National Committee to Preserve Social Security and Medicare;cpos:7;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"19\" data-v9y=\"1\">National Committee to Preserve Social Security and Medicare<\/a>. They must be granted a waiver by the Treasury Department, which grants them in cases of hardship or geographic limitations.<\/p>\n<p class=\"yf-1090901\">Following the change in September, the Treasury Department will continue making exceptions in certain circumstances.<\/p>\n<p class=\"yf-1090901\">To qualify for a waiver, a beneficiary must:<\/p>\n<ul class=\"yf-1woyvo2\">\n<li class=\"yf-1woyvo2\">\n<p class=\"yf-1090901\">have a mental impairment that makes electronic payments a hardship;<\/p>\n<\/li>\n<li class=\"yf-1woyvo2\">\n<p class=\"yf-1090901\">live in a remote area that lacks the infrastructure to support electronic financial transactions, or<\/p>\n<\/li>\n<li class=\"yf-1woyvo2\">\n<p class=\"yf-1090901\">be age 90 or older<\/p>\n<\/li>\n<\/ul>\n<p class=\"yf-1090901\">To request a waiver application or inquire about an existing waiver, individuals can contact the Electronic Payment Solution Center&#8217;s waiver line at 855-290-1545.<\/p>\n<p class=\"yf-1090901\">The agency also has staff on hand to help beneficiaries choose an electronic payment option, but experts are concerned about what will happen to them if they cannot make the transition.<\/p>\n<p class=\"yf-1090901\">\u201cThere is the prospect of delays in payments for these individuals in the fall, for these thousands of seniors who will need to go to a field office to continue receiving benefits,\u201d Richtman said.<\/p>\n<p class=\"yf-1090901\"><a class=\"link \" href=\"mailto:%20kerry.hannon@yahooinc.com\" data-i13n=\"cpos:8;pos:1\" data-ylk=\"slk:Have a question about retirement? The current\u00a0<a class=\"link \" href=\"https:\/\/www.ssa.gov\/ssa-performance#:~:text=frequently%20asked%20questions-,Fiscal%20year%20to%20date%20(through%20the%20last%20completed%20month),days\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:9;pos:1\" data-ylk=\"slk:average wait time;cpos:9;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"21\" data-v9y=\"1\">average wait time<\/a> for an appointment is 35 days. Appointments are set up by calling 800-772-1213.<\/p>\n<p class=\"yf-1090901\">The Social Security Administration has been trying to shift to an all-electronic payment system for more than a dozen years, Miller said.
